The short answer

NRV and RDA, the two the question names, and why an old label and a new one say different things about the same dose
NRV and RDA are two names for the same idea at two different times and, confusingly, in two different countries, and the difference between them is mostly history. NRV, Nutrient Reference Value, is the current UK and EU labelling term: one reference value per vitamin and mineral, set in the annex of the retained food information regulation, against which a label's percentage column expresses a dose, magnesium 375mg, vitamin D 5 micrograms, vitamin C 80mg, the same figure on every adult label. RDA, Recommended Daily Allowance, was the labelling term that preceded it in the UK and EU: older labels declared a dose as a percentage of the RDA, using values from an earlier labelling directive, and the 2014 food information reform replaced the term and updated some of the values, so that a label printed before the change reads %RDA and one printed after reads %NRV, the idea unchanged and the figures adjusted for several nutrients, which is why a comparison between an old bottle and a new one can show different percentages for the same milligrams. RDA is also, separately, the American term: in the United States the Recommended Dietary Allowances are the scientific intake references set by age and sex, and the label value derived from them is the Daily Value, DV, so that an American reading RDA means the science and a British reader of an old label meant the labelling figure, the same three letters doing two jobs on two continents.

The rest of the acronym map takes a paragraph and resolves most of the confusion a reader meets. The one distinction that resolves everything: labelling references, NRV, the old RDA, RI and the American DV, are single conventional figures for dividing a dose or a portion into a percentage, while scientific references, the UK's RNI and DRVs and the American RDAs, are population intake values set by age and sex, so a reader asking is 100% NRV enough for me is asking a scientific question of a labelling figure, and the honest answer sends them to the RNI for their group and to the diet audit, the worked example's 80% NRV being a labelling statement, 300mg over 375mg, that happens to sit at or above the adult RNI for magnesium on the scientific side as well.
